Registral<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong><em>En una jornada hist\u00f3rica, la Sala del Senado aprob\u00f3 y despach\u00f3 a ley la ansiada reforma al Sistema Notarial y Registral, tras m\u00e1s de seis a\u00f1os de tramitaci\u00f3n legislativa, iniciativa que tiene un fuerte foco en transparencia, fiscalizaci\u00f3n y en la calidad del servicio que se entrega a la ciudadan\u00eda.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La reforma, que actualiza el sistema en sus aspectos org\u00e1nicos y funcionales, forma parte de la agenda de modernizaci\u00f3n del Estado y fortalecimiento institucional, permitiendo, entre otros avances, proporcionar est\u00e1ndares claros de transparencia; establecer procesos de selecci\u00f3n mediante Sistema de Alta Direcci\u00f3n P\u00fablica; limitar el tiempo de ejercicio en el cargo a los 75 a\u00f1os; fijar tarifas m\u00e1ximas para los tr\u00e1mites notariales; e incorporar fiscalizaci\u00f3n efectiva a trav\u00e9s del Servicio Nacional del Consumidor, Sernac.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El ministro de Justicia y Derechos Humanos, Jaime Gajardo Falc\u00f3n, agradeci\u00f3 a los senadores y senadoras y valor\u00f3 que \u201cse vot\u00f3 el informe de la Comisi\u00f3n Mixta de manera muy transversal y, adem\u00e1s, de manera pr\u00e1cticamente un\u00e1nime a favor, terminando con esto una larga tramitaci\u00f3n de un proyecto de ley que es bastante anhelado, tanto para el sistema de justicia y tambi\u00e9n para los ciudadanos y ciudadanas\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEste proyecto de ley va a permitir realizar cambios en el sistema notarial y registral que son muy importantes para toda la ciudadan\u00eda: establece requisitos m\u00ednimos para la prestaci\u00f3n del servicio, horarios claros de funcionamiento, medidas respecto al tipo de soporte digital que tienen que tener y, por cierto, modifica y fortalece la fiscalizaci\u00f3n a las notar\u00edas, archiveros y conservadores de todo el pa\u00eds\u201d, precis\u00f3 la autoridad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Son caracter\u00edsticas de la ley:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Concursos p\u00fablicos para los nombramientos de notarios, conservadores y archiveros, a trav\u00e9s del Sistema de Alta Direcci\u00f3n P\u00fablica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Fin a los cargos vitalicios, estableciendo un l\u00edmite de edad de 75 a\u00f1os para ejercer el cargo, y prohibici\u00f3n para que familiares de determinadas autoridades puedan ser incluidos en las n\u00f3minas de selecci\u00f3n y\/o nombramientos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Fiscalizaci\u00f3n: Se incorpora al Sernac como organismo con facultades para supervisar la calidad del servicio y permitir a las personas usuarias puedan reclamar a trav\u00e9s de sus plataformas respecto a los problemas de atenci\u00f3n, servicios y cobros irregulares.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Modernizaci\u00f3n y digitalizaci\u00f3n del servicio, garantizando acceso remoto y gratuito a los registros, sitios web informativos, canales de reclamos y mejoras en infraestructura.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Transparencia en tarifas, fijando precios m\u00e1ximos mediante un procedimiento t\u00e9cnico a cargo de los Ministerios de Justicia y Derechos Humanos, Hacienda y Econom\u00eda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mejora en la atenci\u00f3n al p\u00fablico, con horarios obligatorios de funcionamiento y requisitos m\u00ednimos de infraestructura y equipamiento tecnol\u00f3gico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tras su aprobaci\u00f3n en el Congreso, la reforma ser\u00e1 remitida al Tribunal
